Chico, Bryan) 77S-76S2 191130 Page eA'he Battalion/Wednesday, February 27, 1985 Legislature hears bill for seat belts Associated Press AUSTIN — Bills that would re quire anyone riding in the front seat of a passenger car to wear a seat belt were introduced in the Senate and House Tuesday amid claims the leg islation would save many lives. The measures would exempt pickup trucks. Sen. l ed Lyon, D-Rockwall, and Rep. Bill Messer, D-Belton, quickly denied their proposals were aimed at evasion of future federal require ments for air bags in automobiles. Director of Public Safety James Adams endorsed the bills saying full compliance might result in saving 1,200 of the 3,000 to 4,000 killed an nually in recent years on the state’s highways. Representatives of the Texas Co alition for Seat Belts, consisting of 26 organizations, also offered support. Lyons said a public opinion survey indicated 69 percent of the residents of Texas favor safety belt laws for the driver and front seat passengers. The poll showed 82 percent would obey the law if passed. The proposed law would go into effect Sept. 1 of this year but no $25 to $50 fines would be levied until Dec. 1 to allow time for a driver edu cation program by the DPS. Any person at least 15 years old in the front seat of a passenger car would be required to wear a seat belt while the car was being operated on any road, street or highway. The op erator of the car would be required to see that any front seat rider from 4 to 15 years old was wearing a seat belt. “We’re practical pragmatists,” Messer said when asked why the bill did not apply to pickup trucks. "We want this to get the broadest use with the least amount of opposition, and we realize we may have some opposi tion in the rural part of the state.” Lyons said the bill was not in tended to be equal to or substitute for federal restrictions by the De partment of Transportation, which presently call for passiave restraints and air bags in new cars by 1990. Senate bill OK’d to pay the abused Associated Press AUSTIN — The Senate Tuesday voted to give to abused children and battered spouses money from the Crime Victims Compensation Act. The change would bring Texas into compliance with federal law and make the state eligible for $2 million in federal funds. The bill was sent to the House on voice vote. Other bills approved by the Sen ate and sent to the House would: • Give judges authority to make certain that convicts serve time in prison rather than in county jails. • Suggest bail for certain crimes to bring uniformity throughout the state. • Allow a judge to award ex penses and attorney’s fees against a person who has committed family vi olence. The House looked at only one bill Tuesday, approving 129-0 an amended version of a Senate bill making it illegal to sell human or gans for profit. Study about state female worker wages under attack Associated Press AUSTIN — A study to decide if female state workers are underpaid could lead to a direct change on our free enterprise system, a Texas Ea gle Forum leader said Tuesday at the Capitol. Donna Muldrew told a news con ference that many people do not want to do the grungy work that a lot of blue collar workers do. If a woman wants the wages of a truck driver or whatever, she has the op portunity to do so, she said. Austin Sen. Gonzalo Barrientos has introduced a bill calling for a study of state employee pay. He filed the measure after the Texas State Employees Union and Communica tions Workers of America issued a report that says there is a “sex-based wage gap” among state workers. Muldrew said it is true that the av erage wage of all working women is 59-62 percent of the average wage of all working men. “However, there are economic factors that contribute to this,” she said. “It is not due to discrimination. It is not due to conspiracy.” Muldrew said marriage plays a role in the pay gap. Men and women get married and they usually have babies.
