UIL ban (continued from page 1) eigners, according to Bob Young, UIL’s waiver officer. “It was one of those Olajuwon things,” said Young, referring to former University of Houston star Akeem Olajuwon of Nigeria. The coach — who Young would not identify — obviously was looking for a place to put a foreign recruit for a year or so. The UIL transfer rule is what keeps exchange students out of league activities. T he rule says a stu dent — any student — must sit out one year before participating. Most exchange students come for only a year. The intent of the transfer rule is to prevent recruiting and protect hometown kids from unfair foreign competition. “There’s a feeling that we don’t want to open this up and have New^ Braunfels bringing the entire Aus tralian junior team over here to rep resent the high school,” UIL Athletic Director Bill Farney said. Unfair, said Dr. Robert Carroll, host of a Swedish exchange student who wants to play soccer for the Na cogdoches Hign School Golden Dragons. “These kids should be exposed to a wide range, the total experience of being an American student,” the Na cogdoches physician said. That “total experience” is crucial to the success of exchange pro grams, according to Lynn Sanborne, spokeswoman for American Field Service in New York. AFS now has 65 exchange students in Texas. “The whole situation is very un fortunate,” she said of states that ban foreigners from interscholastic com petition. “For foreign exchange stu dents one of the best and easiest ways to make friends is by participat ing in organized athletics.” Carroll took his fight on behalf of Swedish exchange student Chris Blomgren to the UIL, where he said he found a “concrete wall;” It’s silly, he said. “My perception of the UIL rule is that it’s trying to keep ringers from coming in,” Carroll said. “They are fearful of some Scandanavian bas ketball team coming over here and infiltrating Nacogdoches High School with a bunch of 6-foot 8-inch Swedes. “There’s a Scandanavian girl in the band. But she can’t participate in UIL activities. How crazy is that? One hundred and thirty kids in the band and she can’t participate in UIL contests becalise of the rules. What difference is one kid in 130 going to make?” The difference, rule supporters say, is to the hometown student bumped by a foreigner. “If they started competing they would eliminate Texans who grew up here and will live here their en tire life,” Schaper said, adding that there are many non-UIL activities in which exchange students can com pete. Eddie Joseph, Texas High School Coaches Association assistant exec utive vice president, joined Schaper on the *JIL legislative study commit tee in voting against recommending approval of a more relaxed rule. f ‘The biggest problem is you have a local, homegrown youngster who has participated since the seventh grade,” said Joseph. “Then here comes this foreign child in and beats him out and the other kid sits on the bench. There’s a traumatic effect. They’ve worked hard and all of a sudden someone takes his spot.” Carroll is unimpressed. “I’m paying taxes here and I’m Chris’ foster parents for this year,” he said. “I’m feeding him, getting him to school, disciplining him like my own. This year Chris is my kid. I’m his parents over here for a year. I have rights, too. I have accepted him into my home/’ Loveless agreed, saying foreign exchange students now could re place local students in programs such as limited admission, advanced academic courses. “If Pearsall accepts a foreign ex change student, I want that student to feel like a first class citizen while here,” he said. Denying participation “might put a bitter taste in the mouths of some of the students, their parents and possibly even their countries,” he said. Carroll said his frustrating battle against the UIL rule has given Blom- gen a good look at another side of American life — the side wrapped in red tape. “It’s part of his learning process.
