Canadian Minister visits Mexico

MEXICO CITY — Canadian Ex
ternal Affairs Minister Joe Clark ar
rived Wednesday for two days of
talks with Mexican officials on his
first official visit to this country.
Clark opens the discussions with a
meeting, scheduled to last 30 min
utes, with President Miguel de la
Madrid, on Thursday. While the
main topics of the talks have not
been disclosed, a meeting with For
eign Minister Bernardo Sepulveda is
expected to deal amply with the
Contadora group’s effort to find a
peace agreement for Central Amer
ica.
The Contadora group — Mexico,
Venezuela, Colombia and Panama
— has been working toward such an
agreement for two years.
After a Nov. 26 meeting in Ottawa
with ambassadors of three of the
countries, Clark said that at the Con
tadora group’s request, Canada
would provide comment and advice
on the mechanisms for control and
verification of the proposed regional
agreement.
Talks with Commerce Secretary
Hector Hernandez Cervantes are
expected to center on bilateral trade.
Estimates indicate Mexican exports
to Canada will reach $1.3 billion for
1984, a 30 percent increase c er
1983.
Oil accounted for 75 percent of
Mexican exports to Canada in 1982,
but has dropped since then, to an es
timated 40 percent for 1984. Ca
nadian exports to Mexico last year
were estimated at 1983 levels, about
$375 million.
Canadian direct investment in
Mexico totaled $132.1 million in
1981, making Canada the eighth
largest investor here. The United
States, West Germany and Japan are
the three largest.

then-Prime Minister Pierre Elliott
Trudeau, the two governments ex
pressed “concern over the increasng
tension, the regional arms race, des
tabilizing activities and the foreign
military presence in Central Amer
ica.”

Group wants warnings in aspirin ads

WASHINGTON — A consumer
activist group petitioned the Federal
Trade Commission today to require
warnings in all aspirin advertise
ments of the possible link between
the pain reliever and the often fatal
children’s illness Reye’s Syndrome.
Public Citizen, a group begun by
activist Ralph Nader, filed a petition
with the FTC this morning asking
for emergency action.

fering brain damage and death, sim
ply because their parents do not
know that they should not be given
aspirin,” the petition said.
The petition follows the release
last week of the results of a study by
the federal Centers for Disease Con
trol concluding that children who
are given aspirin for chicken pox or
influenza may stand a 25 times
greater risk of developing Reye’s
Syndrome than children with the ill
nesses who are not treated with aspi
rin.
Based on that study, Health and
Human Services Secretary Margaret
M. Heckler called on the aspirin in
dustry to voluntarily include warn
ing labels on its aspirin bottles.
Aspirin manufacturers agreed to
do so. But Public Citizen said that
was not enough because the warn
ings do not affect commercials,
“which currently mislead parents
into believing that there is no danger
in giving aspirin-containing medica
tions to their children who have
chickenpox, flu or flu-like symp
toms.”.
Reye’s Syndrome is a rare hut se
rious sickness that occurs in children
and teenagers following a viral infec
tion such as flu or chickenpox.
It is characterized by a sudden on
set of vomiting, often with fever.
Other symptoms include lethargy,
severe headaches and sudden
changes in behavior.
