Ron Wilson, D- Houston, Monday proposed legis lation that would give Texans a chance to voice their opinion on the creation of a $200 million-a-year state-run lottery. Wilson also introduced a pro posed constitutional amendment that would clear the way for the es tablishment of a lottery, but he ad mitted it had little chance of passage in the 1985 session of the T exas Leg islature. “It’s very difficult to get 100 votes (in the House) for a constitutional amendment, especially on a subject as volatile as this is,” he said. “So, I think the best approach is to let peo ple express their will on it first. “This way, it. takes some (House) members off the hook who might have a problem voting for a bill that is very controversial,” Wilson added. Wilson’s bill calls for the lottery referendum to be placed on the Nov. 4, 1986 ballot. If voters ap prove the idea, a lottery bill would then be considered in the 1987 ses sion of the Legislature, he said. Wilson said informal polls around the state have shown that Texans would favor a lottery over horserac ing, for example, because there would he less liklihood of influence from organized crime. Monday was the first day that leg islation could be pre-tiled for the 1985 session that begins in January. Dozens of bills were filed in the House and Senate. Rep. A1 Edwards, D-Houston, filed a bill that would establish bind ing primaries for the selection of delegates to national presidential nominating conventions. Edw'ards said his bill calls for the selection of delegates that would ex actly reflect voter preference.
