Shipwrecks could belong to states

passes legislation Monday that gives

wrecks in state waters.

sponsor of the measure. About
1,700 wrecks have been recorded off
the Texas coast. The Bureau of
Land Management has estimated
there are 2,000 wrecks in the Gulf of
Mexico.
“The overall intent of the legis
lation is to make clear the right of
the states to manage these shipw
recks to enable them to preserve
their historical significance,” said
Rep. Walter Jones, D-N.C., chair
man of the Merchant Marine and
Fisheries Committee.
The law of salvage, which histori
cally gives salvors the right to re
cover what they can from wrecks,
does not apply to wrecks in state wa
ters, which extend three miles off
shore.
Sen. Lloyd Bentsen, D-Texas, is a
sponsor of the Senate version of the
measure, which is pending in com
mittee.

WASHINGTON — The National
Transportation Safety Board Mon
day urgently asked the Coast Guard
to set new maximum draft and
speed requirements in the Louisiana
waterway. The actions were
prompted after the damaging oil
spill caused when the British tanker
Alvenus ran aground in the Calca
sieu Ship Channel
The July 30 rupture of the tank
er’s hull 11 miles south of Cameron,
La., released 10,000 tons of crude oil
into the Gulf of Mexico.
Some 3,000 tons of the gummy
sludge washed ashore at Galveston
within the next few days, fouling
beaches and costing the tourist in
dustry millions of dollars in lost busi
ness.
The crew of the Alvenus reported
that the ship’s maximum draft in salt
water at the time it ran aground was
39 feet, 4 inches. The Louisiana state
pilot aboard the Alvenus at that time
said the channel had a project depth
of 40 feet and was maintained by the
U.S. Army Corps of Engineers at a
depth of 42 feet.
The NTSB recommendation, en
dorsed by chairman Jim Burnett and
vice chairman Patricia Goldsmith,
asked the Coast Guard and Corps of
Engineers to take immediate action
to limit the draft and speed of vessels
in the Calcasieu Ship Channel to
avoid future accidents.
Police Beat
The following incidents were
reported to the LJniversity Police
Department through Tuesday.
MISDEMEANOR THEFT:
• An orange leather and
suede wallet was stolen from the
Memorial Student Center
Bookstore.
• A red Schwinn ten-speed bi
cycle was stolen from the bike
rack outside Hotard Hall.
• A Columbia single-speed bi
cycle was stolen from the bike
rack at the Bizzell Street bus stop.
• Two wire spoke hubcaps
were stolen from a 1979 Oldsmo-
hile in Parking Annex 39.
• A 12-inch black-and-white
television set was stolen from 119
Langford Architecture Center.
CRIMINAL MISCHIEF:
• Someone activated the Fire
alarm in the Old Hospital Build
ing. Investigating officers found
no signs of a fire.
HARASSMENT:
• A student in Hughes Hall
reported she has received anony
mous harassing phone calls.
