The Texas Safety Association's loan program will allow people to borrow a car seat until they are able to purchase their own. The new Texas law, coupled with the in creased number of infant deaths and injuries, led to the creation of the loan program. The Texas child passenger pro tection law, effective Oct. 31, rec- quires residents transporting chil dren up to two-years-old to use federally approved child safety car seats. For children from ages two to four, the seat or a seatbelt may be used. “These seats save lives and in many cases, prevent serious injury,” said Anne Streetman, coordinator of the project in T.S.A.’s Austin office. “Those unable to purchase a seat can borrow one from us, until they’re able to set aside enough money to buy their own. There’s a nominal de posit, but it’s refundable if the seat is returned in good condition.” The new law sets a $50 fine for vi olation of this law, but the court will dismiss the fine if the violator pro vides proof of purchase or loan of a on I then Los It lea ni tliret seal within 10 days. Citations willn« be issued until Jan. 1, 1985. According to the Texas Depan ment of Public Safely, 78 childrti up to four-years-old died last yean! a result of non-pedestrian traffic a; cidenls. “A national study indicates ik death and injury rate willbeTOpei cent lo 90 percent lower after ill law is in effect," Streetman said “Texas is the 49th state to passi child passenger protection law. Wt expect positive benefits from ik new law and the Joan program." I i\/ Three types of seats will be oil; loan. One seat is used only for in fants. The second, for older chil dren, can be used in the front oi back seat of the car. The third seal also for older children, allows Iht child to face the front or rear of tk car in the front seat only. “Infants in their first four inontln should be in a rear-facing seal, since they need extra protection in case of the impact of a collision,” she said. Streetman said the T.S.A. has 200 seats, which will be distributed from three locations: the T.S.A. Auslin headquarters, the safety council in Dallas and the safety council in Houston. Streetman advises those inter ested to call in advance at one of these numbers: Austin (512)451- 7421, Dallas (2 1 4)351-3236, or Houston (713)523-2228. ADULT BOOKS CLUB 11a.m.-la.m. Mon.-Thur.
