There j uin, butals >f the United Press International EDINBURGH, Scotland — Hun dreds of striking miners smashed windows, set tires ablaze and tore down a stone wall Monday in clashes with police outside two Scottish coal mines as the British coal strike en tered its 20th week. The clashes coincided with the re turn of 35,000 longshoremen to Britain’s 100 ports after ratification of an agreement between the dock ers union and management Sunday, ending a 12-day work stoppage that threatened to cripple the nation’s economy. Violence erupted at the two coal mines in the Scottish coalfields, where strikers are militantly op posed to the state-owned National Coal Board’s plans to shut down 20 British mines and lay off 20,000 workers. At Bilston Glen mine, Scotland’s biggest mine near Edinburgh, some 600 strikers pushed and nearly broke throi/gh a 500-strong police line protecting 10 men who reported for work despite the strike. Frustrated strikers smashed win dows with stones and set fire to tires on the road. Negotiations between the Na tional Union of Mineworkers and the coal board broke down last week. Press reports Monday said the union’s executive committee was ex pected to reaffirm backing of the strike when it meets Thursday, lead ing to fears that the dispute could dragon into 1985. No negotiations were expected in the near future. Energy Secretary Peter Walker as sured Prime Minister Margaret Thatcher at her regular weekly min isters’ meeting that the nation had enough coal stocks to avoid power cuts and the industrial chaos of the big coal strike that brought down the Conservative government in 1974. The government hopes set tlement of the 12-day dock strike over the weekend will break the back of the miners. All of Britain’s strike-bound ports were back to normal Monday after the dockers’ rank-and-file Sunday ratified an agreement between their union and port management that guarantees work for 13,700 regis tered longshoremen. Beutel Health Center out-pa tient clinic and physical plant com plex. Ralph Anderson of Crain/Ander son, Inc. of Houston presented the final conceptual plans for the $46.9 million proposed Special Events Center. The complex will seat 17,000 and will be capable of hosting events such as basketball games, ice shows, circuses and concerts. The track and field facilties, to be located at the corner of Jersey and Beef Cattle Road across from Olsen Field, will consist of a nine-lane, all- weather track complete with areas for long jump, pole vaulting, shot put and other field events. The nine- lane track will allow Texas A&M to host conference track meets. The track stands initially will seat 1,500 spectators — but plans include expanding to 6,000 seats. At this Lime, funds are not available for lighting the track. “Everything about this track is just what we think we need,” John David Crow, Associate athletic director of the Stadium Revenue Fund, said. The new intramural fields will provide eight football fields or four softball fields with four practice football fields or two practice softball fields. A 300-foot driving range will be located next to the playing fields. The preliminary design for the new System administration building also was presented to the regents. The 52,400-square-foot building, to. be located at the west corner of the Research Park (EM 2818 and Uni versity Drive), will have three floors and will house the chancellor’s, com ptroller’s and general counsel’s of fices. Renovations are planned for the A.P. Beutel Health Center. The ren ovations will expand the out-patient clinic and provide more room for other health center services. The two-story addition will be built onto the south east side of the building. Funds for the $2.3 million renovation will come from building- use fees. Final action on scheduled agenda items will be taken in the regents’ meeting today.
