Erwin, 39, a charter member of the three-member utility regulatory commission, formally announced his resignation in a prepared statement he read during a meeting of the panel. The former newspaper editor and author had said earlier he did not expect to complete his term, which would have expired in 1989. Gov. Mark White was notified by letter of the resignation, which is ef fective Friday. White reportedly is considering four candidates to replace Erwin — dennis Thomas, a White aide; Rafael Quintanilla, director of the Texas Department of Community Affairs, and consumer lawyers Carol Barger and Don Butler. Thomas, 36, and Quintanilla, 37, are believed to have the inside track, however.
