District Attorney Arthur Bustos said his office was inves tigating the possibility of filing misdemeanor charges of cruelty to animals in the case. The ranch owned by Daniel Simpson of West Texas appar ently had been abandoned for at least a month, Bustos said. He said a man hired by Simp son to work at the ranch appar ently left some time ago, and no replacement was hired. “Some (of the animals) couldn’t even get up to get a drink of water,” Bustos said.
