Georgetown attorney Don Higginbotham said that al though several state witnesses had found Lucas competent to stand trial on two previous charges, an unidentified psychi atrist had found otherwise. Higginbotham filed papers Tuesday in District Judge John Carter’s court saying he had evi dence that would prove Lucas’ mental incompetence. By SONDRA HOSTETLER Reporter The Central Intelligence Agency is not based on intelli gence, a 25-year veteran of the agency said Tuesday night. Ralph McGehee quoted a for mer CIA director as saying, You can’t rely on my people for intelligence — they are biased, action-oriented people.’” McGehee discussed discrep ancies in the agency’s actions and his disenchantment with his former employer. McGehee told a crowd of about 100 in Rudder Theater that two of the main functions of the CIA are misinformation operations and actions to over throw Communist governments in foreign countries. Ralph McGehee Fourteen of McGehee’s 25 years with the agency were spent overseas. He spent six years in Thailand, where he dis covered extensive Communist involvement through such or ganizations as the “Farmer’s Liberation Association" and youth organizations. He said the agency refused to acknowl edge his findings of the huge Communist involvement in Thailand. Neeley Lewis, Smith’s Demo cratic opponent, is comfortable with Smith’s latest project. “Anything to get people out to the polls,” Lewis said. Coordinated with the Texas A&M College Republicans group, Smith is supplying his realty company’s bus, driven by student volunteers, to take stu dents to vote. The drivers must have either a chauffeur’s license or be li censed to drive the University shuttle buses, Smith’s campaign manager Sarilee Ferguson said.
