The High Plains Under ground Water Conservation District issued a report on water level statistics gathered from 948 wells covering the 5.2 mil lion acres of the world’s largest aquifer. District Manager Wayne Wyatt said that from 1974 to 1984, the average annual change in water levels was 1.40 feet per well. The annual drop was 1.90 feet during the first five years, he said, and 0.88 feet in the last five years. “This indicates a 54 percent reduction in the rate of deple tion,” Wyatt said. According to the report, the average decline in water levels throughout the service area was 0.56 feet, or 40 percent. The southern portion of the water district had the smallest rate of deline. This area, which includes Bailey, Lamb, Hale, Floyd, Crosby, Cochran, Hock ley, Lubbock and Lynn coun ties, showed an annual average drop of 0.45 feet since 1979. The water table actually rose slightly in Cochran, Hockley, Lubbock and Lynn counties during the last five years, Wyatt said. An annual decline of 1.69 feet was reported during the last five years in the district’s northern counties of Potter, Randall, Armstrong, Deaf Smith, Parnerand Castro. Panhandle Underground Water Conservation District Manager Richard Bowers said his district also had recorded a slowing rate of decline, but it was not as much as ini 1 bock area. Former sheriff sentenced to for civil rights beating violation United Press International DALLAS — A judge Wednesday ordered former Rockwall County sheriff John Marshall Vance to report to federal marshals March 14 to begin serving one year in prison for violating the civil rights of a 15-year-old boy who was beaten in custody. In addition to assessing the maximum jail sentence for the conviction, U.S. District Judge A. Joe Fish fined Vance $1,000. Fish said he wanted to make an example of Vance for other public officials in giving him the year’s sentence. Rockwall Deputy Roy Brad ford Wooldridge, who had pleaded guilty to the same charge, was fined $500. Vance, 52, and Wooldridge, 36, admitted last month that they both beat a 15-year-old boy suspected of stealing cars last summer. Vance at first denied to a Rockwall County grand jury that he beat Richard V. Wil liams, but the boy’s guardian, Martha Glenn of Rowlett, took up the matter with the FBI and the Justice Department, which conducted a six-month investi gation into her complaint. In an agreement worked out with Rockwall District Attorney Nick Woodall, Vance agreed to plead guilty to federal misde meanor charges of civil rights violations rather than face charges that he lied to the county grand jury.
