Before signing the measure, Reagan met with about ten Con gressional supporters of the dairy-tobacco bill that budget director David Stockman wanted him to veto. Stockman contends the bill is an unwar ranted bonanza for special in terests. The bill, signed without im mediate White House comment, contains provisions for addition al drought relief, which Rep. Tom Loeffler, R-Texas, called “wonderful news for West Texas.” In his meeting with the law makers, Reagan again outlined the administration’s objections to the proposal. The session was marked by some heated ex changes between congressional backers of the bill and Stockman. Senate Agriculture Commit tee Chairman Jesse Helms, R- N.C., was a primary force be hind the bill. Helms is a longtime champion of the tobacco indus try and faces the prospect of a tough fight for re-election next year. The bill attempts to reduce huge surpluses that add to the cost of the dairy program — an estimated $2.7 billion this year — by paying farmers $ 10 for ev ery 100 pounds of milk they do not produce. Speakes complained the bill would add “almost $600 mil lion” to the soaring cost of the dairy program in 1984 and 1985. “Also, we believe a straight reduction in price supports would be preferable to paying dairy farmers not to produce, he said.
