The Energy Department’s effort comes shortly after the Environmental Protection Agency, over separate protests from environmentalists and the mining industry, has issued standards to limit airborne radiation released from ura nium milling sites. The same day the EPA un veiled the standards — Sept. 30 — it was attacked in separate lawsuits challenging the long- debated rules. Environmentalist contend the rules are 10 times less restrictive than they should be, while the mining industry argues the regulations will cost as much as a half-billion dollars by the year 2000. Airborne radiation is a far more serious health threat at the large milling sites than at the 8,000 properties that will be ex amined by the Energy Depart ment for low-level contamina tion. United Press International MUTLANGEN, West Ger many — Seven trucks carrying what was believed to be the com ponents of the first Pershing-2 missiles to be deployed in Europe rolled into a U.S. Army base Saturday, sparking new anti-nuclear protests in Ger many. Riot police wielding night sticks held back about 500 pro testers trying to blockade the 56th Fiela Artillery Brigade de pot hours after the truck con voy, said by witnesses to have been escorted by German police, arrived at 2:40 a.m. No arrests or injuries were reported. There had been persistent re ports that 36 of the 108 Per- shing-2 missiles to be deployed in Germany would go to the Mutlangen base in the southwest of the country. The U.S. State Department confirmed Friday parts for the Pershing-2s had begun to arrive in West Germany. The first bat tery was expected to be opera tional within a month. The demonstrators, mostly young Germans, stopped an Army bus carrying about 30 American soldiers, but about 200 police with riot helmets and nightsticks shoved them back, clearing a path for the vehicle. The demonstrators had mar ched to the base carrying a coffin and signs that said “We will pers evere” and “Peace begins with peace.” The Bundestag last week approved the deployment of 108 Pershing-2 and 96 cruise missiles in Germany. NATO is to deploy 572 new American medium-range missiles in the next five years to counter Soviet missiles targeted on Western Europe. West German Foreign Minis ter Hans-Dietrich Genscher pledged a new diplomatic push to improve East-West relations, soured by the missile deploy ment and Soviet threats to take countermeasures. Genscher told the Neue Osnabruecker Zeitung news paper that he would use a num ber of upcoming meetings, in cluding a session of the Euro pean Security Conference in Stockholm in January, to try to rebuild bridges with the East bloc.
