U. S. Border Patrol agents and Hudspeth County deputy sheriffs arrested Johnny Ver non Spence Jr., 31, of Dallas a short time later as he headed across the west Texas desert, apparently headed for the Rio Grande and Mexico, authorities said. * Spence was arraigned in El Paso on federal charges of kid napping and interstate trans portation of a stolen vehicle. Witnesses among the 25 adults and three children who were passengers on the com mandeered bus said driver Ramon Quiroz, 43, of Tucson, Ariz., brought the vehilce to a sudden stop about 15 miles west of Sierra Blanca, a town of 600 about 100 miles east of El Paso. The hijacker tumbled off the bus and ran into the desert, they said. Passengers said Spence threatened to kill the driver and others throughout the ride. They said he prodded the driver with two 5-inch knifes to keep him speeding along at 90 mph. None of the passengers was seriously injured, though three required medical treatment, in vestigators said.
