man officials said.
“Carstens is first in the coun
try protocol-wise,” said Capt.
Tony Magus, aide-de-camp to
the commandant of the German
Air Defense School. “But the
bulk of the political power is car
ried by the chancellor. We have a
parliamentary democracy, more
similar to the English system
than to the American govern
ment. It would take the chancel
lor and president together to
make up your president.”
Carstens’ duties include
maintaining a balance between
all groups of the community and
representing Germany in inter
national relations, Magus said.
The German president is
visiting the United States as a
guest of President Reagan. He
was scheduled to visit St. Louis,
Mo., on Friday. Following his
visit to El Paso’s Fort Bliss, the
president will spend two days in
Dallas on Sunday and Monday.
In a recent article in a Ger
man newspaper Carstens said he
hopes his visit to the United
States will strenghthen friendly
ties.
“My visit also is designed to
express how much we have in
common with the United
States,” he was quoted as saying.

Three fishermen who drifted
for 11 days in an 18-foot open
fishing boat with a canvas top
were rescued by a passing
freighter in the Gulf of Mexico
200 miles west of Cape Romano
Wednesday.
Roger Ulrich, 38, his step-son
Wayne Beasley, 25, and a friend,
Donald Balsley, 42, were suffer
ing from a little exposure, but in
good condition despite their
ordeal.

a one-day fishing trip Sept. 25 in
