WASHINGTON — The Sup
reme Court, for the first time
taking a case that could govern
the content of cable television
programming, agreed Monday
to decide if a state can ban liquor
advertisements on cable.
The case, which centers on an
appeal by cable groups challeng
ing a Oklahoma law, could pro
duce a ruling that also will affect
“super-stations” transmitted by
cable companies and newspap
ers carrying certain types of
advertising, such as liquor.
Cable companies claim the
ban violates the First Amend
ment guarantee of free speech,
but Oklahoma officials have suc
cessfully argued the state’s in
terest in shielding its citizens
from ads for liquor and wine
outweighs any free speech rights
of cable networks.
Broadcast and newspaper
groups warned the court that
allowing states to place blanket
bans on truthful advertising of
lawful products could deprive
cable television of vital financial
support, and could be extended
to ban certain advertising from
newspapers.
The burgeoning cable televi
sion industry serves more than
31 million households.
Much of the programming
offered by cable television sys
tems in Oklahoma orginiates
outside the state. It includes
commercial television from sta
tions in neighboring Kansas,
Missouri and Texas, as well as
signals of independent stations
such as WTBS, Ted Turner’s
Atlanta-based “super-station”
transmitted via satellite to cable
operators.

Sea grant director named to council
Feenan D. Jennings, director of the Sea Grant College
Program and the Office of University Research Servicesai
Texas A&M, has been appointed to the Texas Coastal and
Marine Council by Gov. Mark White. Jennings succeeds Dr
John C. Calhoun Jr., deputy chancellor for engineering
emeritus for the Texas A&M System.
T he 16 members of the marine council serve six-year,
staggered terms and are appointed by the governor, iht
lieutenant governor and the speaker of (he Texas Houseof
Representatives.- Representing government, education,
business, industry and the public, members serve as an advii'
ory group on coastal and marine issues in T exas and evaluate
current and potential marine-related problems for consider
ation by the Legislature.
Jennings, Sea Grant director since 1978, formerly headed
the National Science Foundation’s Office for International
Decade of Ocean Exploration in Washington.
He also has served as acting director of the Division of
Ocean Sciences and deputy director of the Ocean Science
and Technology Division, both with NSF. He chaired
the National Academy of Sciences’ Committee on storm
surges from hurricanes and the organization’s committeeto
study regional oceanography programs for the Departmem
of Energy.
History department offers film series
The Department of History is offering a film series on the
American West for the fall semester. T onight’s presenta
lion, “Hombre” starring Paul Newirfan and Richard Boone,
will begin at 7 in 100 Harrington. The films will beheldeach
Tuesday and are free and open to the public. The seriesls
designed to supplement the regular instructional program.
Each film is introduced by a member of the history faculty,
