AUSTIN — The state In
surance Board staff Thursday
revised downward to 3.9 per
cent its recommendation for
an average statewide increase
in automobile insurance rates
for Texas motorists in 1984.
Board spokesman Jon
Ford said the staff made a
mathematical error on its ini
tial proposal last Friday, which
recommended an overall 4.3
percent increase.
The insurance industry
earlier filed a request for an
11.4 percent hike in rates,
effective Jan. 1.
The board will open hear
ings in Austin today on new
rates for 1984.
The staffs revised recom
mendation would give insur
ance companies an annual in
crease in revenues of $88 mil
lion, compared to the original
estimate of $97.5 million.

Koester directs the overseas
workshops, which he trades off
teaching with professors Lane
Anderson and John Malloy.
Koester said he spent months
preparing the four-week course
for Malaysian accountants after
traveling to their country.
“A lack of specialized training
is not unique to Malaysia,” Koes
ter said. “There is a need for
such training worldwide.”
The program has prompted
inquiries to his office from
Zaire, Nigeria, Indonesia, Thai
land, Peru, India, Australia and
the People’s Republic of China,
he said.
‘‘We like this innovative
approach to training,” he
added.

dards governing the use of
force, to document and invesd-
gate complaints of prisoner
abuse and to discipline guards
who violated those standards.
“TDG’s efforts instead have
reflected deliberate indiffer
ence to complying with the
court’s order and, in many cases,
deliberate efforts to impede
monitoring,” Belazis wrote. “In
the meantime, illegal use of
force continues unabated at
TDC insdtutions.”
White said he was hopeful Be
lazis’ report overstated the situa
tion, but said if prison officials
were guilty of brutality they
should be dealt with “harshly.”
“It does very little good to
[ iractice rehabilitation or to real-
y effectively punish an inmate if
members of the official party
there are violating the law,” he
said. “I hope they weren’t. I trust
they weren’t.”
White also said he did not
know of the report’s existence
until it was detailed in a Dallas
newspaper Thursday. The re
port was distributed Sept. 13 to
members of the board of correc
tions and lawyers on both sides
of the lawsuit that lead to Jus
tice’s reform order.
“That's in litigation and they
don’t always tell the governor
about every phase of the case,”
White said. “I’m not expected to
be kept up to date with every
filing before the court.”
