MIAMI — The southeastern
United States is flooded with
cocaine and the oversupply is
cutting prices of the drug so
much medical authorities fear
an increase in cocaine-related
deaths, it was reported Monday.
Wholesale cocaine costs have
dropped dramatically in recent
months and if that price cut
reaches the level of recreational
drug users, deaths are bound to
happen, Assistant Dade County
Medical Examiner Charles Wetli
told The Miami Herald in a
story published Monday. The
purity of street cocaine also is on
the rise, further endangering
users, Wetli said.
Law enforcement authorities
say the current bountiful crop of
coca leaves — the basic ingre
dient refined into cocaine — is
caused by South American
growers’ ambitious planting
three years ago. That crop
reached commercial maturity
this year.
“They’ve overproduced —
like General Motors turning out
too many Chevrolets,” said
Arthur Nehrbass, commander
of the Dade County Organized
Crime Bureau.
“It is mind-boggling,” said
Phil Jordan, deputy chief of the
U.S. Drug Enforcement Admi
nistration.
Cocaine availability is increas
ing in part because of the record
coca leaf harvest and in part by
the well-publicized crackdown
on “mother ships” capable of
carrying marijuana, local and
federal officials said. Marijuana
smugglers are turning to the
more easily concealed cocaine.
Sgt. Skip Pearson of the police
squad at Miami International
Airport said by mid-August, the
amount of cocaine seized this
year already had outstripped
the haul for all of 1982.
Officials say the best way to
measure cocaine availability is
price and purity. In the past two
years, the wholesale price of the
drug in Miami has dropped an
astonishing 50 percent — from
up to $60,000 a kilogram in Au
gust 1981 to less than $30,000 a
kilo now.
Cocaine supply has increased
“in virtually every sector of the
southeastern United States,” the
DEA’s Jordan said.
Large seizures this summer
have included 1,391 pounds in
Tampa, Fla.; 1,066 pounds in
Boca Grande, Fla.; 8/6 pounds
at Miami International Airport;
350 kilograms in Montgomery,
Ala.; 180 kilos in Albany, Ga.; 78
kilos in Savannah, Ga.; and 225
kilos in southeastern Oklahoma.
Experts say the wholesale
price drop could soon show up
at the retail level.

The first major blow was the

Tower. R-Texas. to retire in
stead of making a re-election
bid.
Tower is a key supporter of
Reagan’s defense policies in the
Senate and a political power in
Texas, a state Reagan very much
needs in his column in 1984
should he run. Aides were mif
fed that before revealing his de
cision, Tower persuaded
Reagan to speak at two fun
draisers.
Reagan already has made two
trips to Texas this year, to San
Antonio and El Paso, to woo the
Hispanic vote. His advisers be
lieve he needs to at least match
the 30 percent to 35 percent of
that vote he won in 1980.
Although he was politely re
ceived by a group of Hispanic
business executives in Los
Angeles this week, Hispanic
leaders leveled sharp attacks on
the president the day before at
news conferences in Los
Angeles and Washington.
Reagan’s problems with
women also gained significance
last week. Even before Justice
Department staffer Barbara
Honegger charged Reagan with
reneging on promises to root
out laws that discriminate
against women, Reagan’s stand
ing with women voters was wor
rying his political aides consider
ably.
National polls show Reagan’s
approval rating with women is 9
percent or more below that of
men.
Reagan also took a beating
from blacks, who used a march
to commemorate the 20th
anniversary of Martin Luther
King Jr.’s civil rights march on
Washington as a rallying cry for
Reagan’s defeat should he seek
re-election.
