Use of the purloined briefing materials to prepare Reagan for the debate has triggered a series of investigations and raised questions of campaign ethics. The disclosure of the missing book heightened the possibili ties that either the Reagan cam paign never had the full briefing book — only defense and na tional security portions — or that it was removed, discarded or destroyed before or after the recent controversy began. Federal law enforcement sources also said the FBI is con sidering asking the Justice De partment for permission to administer polygraph tests to several former top Reagan cam paign aides, but no decision has been made.
