AP&L submitted the request to the United States Synthetic Fuels Corp., which was created by Congress to act as the govern ment’s “investment banker” in developing alternate fuels. The Synthetic Fuels corpora tion must tell AP&L by Aug. 25 whether its proposal is competi tive. If so, the utility will have until Oct. 25 to submit a detailed technical proposal. AP&L asked for $1.6 billion in loan guarantees and $640 mil lion in price supports for a gasi fier, pipeline and other facilities that would be located near Hampton in southern Arkansas. The jury, which convicted London Saturday, was sche duled to hear testimony in the punishment phase of the trial Monday. London stole the cattle to pay off a gambling debt, Hopkins County District Attorney Jim Chapman told the jury in final arguments.
