But thanks to a pneumatic switching mechanism developed at the University of Texas Health Science Center at San Antonio, self-sufficiency for Viera is only a breath away. The innovative device de veloped by scientists at the health science center and the The tube is connected to a switch that operates an othosis, or brace, that opens and closes the fingers to seize and grasp various objects. Viera blows air to open his fingers and sips air to close them around an object. The pneumatic switching mechanism, sometimes called a “sip and puff’ device, has been used in the past by wheelchair- bound patients to stop and start their electrically-controlled chairs. But Dr. Donald Currie adopted the idea to fit a useless hand. Now, Viera can feed him self, brush his teeth, sign his name, use a typewriter, play cards and even pick up a potato chip. So far, only Viera and one other patient is using the device. But Currie and others want to perfect and adopt it to help other severely handicapped in dividuals lead more indepen dent lives. Dr. Richard Friedman of the UTHSC staff helped coordinate the project. He is preparing a grant proposal seeking funds to perfect the pneumatic switcq id device and develop sinA breath-operated mechanisi for other uses. “Severely disabled patieii who in years past would not hi survived severe accidents™ are being saved by advances medical care,” Friedman sai “Those survivors will need con parable advances in the rehaM tory sciences.” would ] pinst the r onsible for t women killi Friedman hopes to devei an interdisciplinary traini program at the health cento train physicians, and ocoii tional and physical therapn how to use the device. Task Force suggests increased school funds United Press International AUSTIN — Immigration re form that includes a general amnesty for illegal aliens could cause a strain on South Texas schools which already have li mited resources, a report on im migration warned Tuesday. For that reason, the Gov ernor’s Task Force on Immigra tion recommended increased federal funding for states and border cities that will have to provide additional public ser vices such as education, medical care and welfare. The 50-page report said Texas and its border cities and counties should be protected from any “unanticipated” budget increases. “The situation is so severe for some school districts that even a relatively small increase to their student enrollment will severely tax their limited classroom space,” the report said. Border school districts, it added, have difficulty building new schools and recruiting bilingual teachers who are often lured to better financed urban school districts. The preliminary report was commissioned by Gov. Mark White as Texas’ official position on the Immigration Reform and Control Act of 1983, which is pending in Congress. The 28-member task force drafted the report after hearing testimony from more than 200 people during public hearings in seven Texas cities during the last three months. A final report will be issued Oct. 1. The report also said if Texas employers are to be penalized for hiring illegal aliens, should he able to legally relyo some existing federal ID foil such as a Social Security cari Any new law should alsoji dude a one-time amnesty' illegal aliens, it said. And the port recommended that ployer sanctions be impose only against those who know ly hire illegal aliens. The task force said it wasffl cerned that proposed sa against U.S. employerswhohii illegal aliens may not beenfoi’ able. It said sanctions “may if not carefully monitore unintentional discrimim against American citizens permanent resident aliens appear foreign.” COMPARE Compare the cost of a complete meal at the Memorial Student Cen ter with the cost of a similar meal anywhere else.
