Dan C. Ford, a consultant to the U.S. Nuclear Regulatory Commission, testified Tuesday that much of the wiring at the plant is now too close to other equipment or is in areas very dif ficult to reach. He said an inadequate in spection program at the nuclear plant caused numerous electric al and pipe problems to reamin undiscovered until early this year. Ford said one of his largest concerns is that a number of metal trays containing cable are less than an inch from large pipes that will carry steam or hot water once the plant is oper ating. He said heat from the pipes could melt the cable insulation, possibly causing short circuits that could lead to a fire. He said as many as 200 long electrical cables might have to be moved. Ford told a U.S. Atomic Safe ty and Licensing Board that most of the electrical inspections at the plant, near Glen Rose, have yet to be conducted — even though the First of the plant’s two reactors is almost complete. The panel is conducting licens ing hearings. Ford said numerous prob lems uncovered in a major con struction appraisal effort led in spectors to question whether similar flaws exist in areas they did not examine. He questioned the plant oper ators’ decision to wait until the end of construction to inspect electrical and pipe support work. Most other nuclear plants examine wire as it is installed, he said. Another NRC inspector criti cized plant officials for failing to detect installation problems through an internal audit. William A. Hansen said plant audit teams had no employees with engineering background, performed too few audits and did not make sufficient effort to determine why work was not done properly. Quality control inspectors employed by the plant often did not report con struction problems on the feder ally required forms, Hansen said.
