Alaskan firm urges lift
of state oil export ban
ped Auerb

United Press International
WASHINGTON — The Un
ited States would enhance inter
national energy security and
save $2.4 billion in shipping
costs by lifting the export ban on
Alaskan oil, an energy consult
ing firm declared in a study re
leased Tuesday.
The report argued that re
moving the prohibition against
exporting Alaskan crude oil
would encourage new Alaska
production, reassure U.S. allies
that the United States will honor
its oil-sharing commitments and
strengthen the American milit
ary position in East Asia.
“If the ban remains in effect
over the next decade, it will take
$5.7 billion from taxpayers,
Alaska and oil companies and
give $3.3 billion to the maritime
interest, for a net loss of $2.4
billion,” said Dr. William
Hogan, of the Cambridge,
Mass., consulting firm of Put
nam, Hayes and Bartlett.
Hogan is director of the Ener
gy and Environmental Policy
Center at Harvard University’s
Kennedy School of Govern
ment. The consulting group was
commissioned to do the study by
Alaska Lumber 8c Pulp Co., a
Japanese-based firm operating
in Alaska.
Reagan administration prop
osals to remove the oil export
ban have run into strong con
gressional opposition. The Ex
port Administration Act that im
plemented the prohibition is
due to expire on Sept. 30, but
there is considerable support on
Capitol Hill for extending it.
The maritime industry and
unions are among those fighting
for an extension of the export
law, arguing that shipping Alas
kan oil to Japan and other “Paci
fic Rim” nations would make the
United States more dependent
