: Page 10/The Battalion/Wednesday, May 4, 1983 United States waiting for Soviet grain reply United Press International WASHINGTON — The Un ited States is still waiting for a response from the Soviet Union on President Reagan’s month- old offer to negotiate a long term grain agreement, Agricul ture Secretary John Block said Tuesday. Block said the problem may more more Soviet bureaucracy than a deliberate stall. “We are waiting for a re sponse on our offer — the presi dent’s offer — to the Soviet Un ion to negotiate a new long term agreement,†he said in a radio interview with farm editors and broadcasters. “We have not heard anything as yet.†Asked if there will be any in formation before a Soviet de legation arrives in this country next month. Block said, “I would expect to have some re sponse before then.†“I’m really not that con cerned,†he said. “It proves one of two things — either they are not in a hurry to negotiate an LTA (long term agreement) or their bureacracy is worse than ours and I would probably assume the latter.†Block said there have been discussions with some groups about matters such as including soybean meal in a long term agreement, but indicated it was a preliminary step. “I’m going to keep some of those options open right now and try to avoid addressing de tails of the LTA until at least we have an indication that there is a desire to negotiate one,†Block added. Block also said: — Farm loan rates in 1984 will be set at the 1982 levels. — The 1984 wheat program probably will include a payment- in-kind provision, with more specifics expected to be announced at the beginning of June. — He is “very optimistic†Congress will support a freeze on target prices.
