Dr. Carl Shafer, agricultu- al economics professor, said he does not know how the election will be decided. Charles Wilson, D- Texas, probably will not face federal drug charges, a news paper reported Tuesday. Attorneys for the U.S. Justice Department were preparing a draft report that likely would re commend that Wilson not be prosecuted, the Dallas Morning News reported. The recommendation, being drafted by the department’s Cri minal Division, will not be com pleted for final approval for sev eral weeks, the sources told the newspaper. Wilson, who lives in Lufkin, is among three known, current former lawmakers who have been under federal investiga tion to determine if they used cocaine or marijuana. The Justice Department already decided not to prosecute former Rep. Barry Goldwater Jr., a California Republican, but is continuing its investigation of Rep. Ron Dellums, a California Democrat. Although two men accused of operating a Washington cocaine distribution ring were extra dited from Australia earlier this month, the newspaper quoted sources as saying it was unlikely that Doug Marshall, 27, and Troy Todd, 23, had any infor mation incriminating Wilson. Wilson has been under inves tigation since last fall when Paul Brown, a convicted Texas swindler, charged Wilson was with him when drugs were used. The development fund is d to service bonds issued for lervoir construction and wa ter quality projects. With Montford’s support, the bill was released for a floor vote by a vote of 21 -10, the minimum necessary. Once on the floor, Montford voted against the me asure. Afterwards, Montford, a for mer district attorney, said he was opposed to gambling but wanted to leave the question up to the citizens in the statewide referendum. “I voted against final passage of the bill because I’m against gambling,” Montford said. “But I’m always reluctant to impose my vote to block the people’s chance to take a vote on the sub ject.” Although official calculations remain to be made, Montford’s amendment could bring the be leaguered Water Development Fund $80 million by 1988. The bill already called for a 5 percent “take” of all bets to go to the state’s Aid to Families with Dependent Children program.
