A fight erupted Tuesday over minor legislation that some lawmakers saw as a symbol of the brewing battle between “fiscal conservatism†and Tree spending. We’ve got to start reinforcing the Appropriations Committee and what they’re trying to do.†Gary Thompson, D-Abilene, said he believed his bill had been sacrificed as a vehicle to set the stage for a budget and tax fight made inevitable by a shrinking state treasury. “I really don’t think fiscal con servatism was the primary con cern of the people who opposed it,†Thompson said. Thompson said his bill was in tended to establish a funding floor for smaller councils of gov ernments and insisted his mea sure appropriated no money.
