George Schultz blasts PLO
United Press International
WASHINGTON — Secretary
of State George Shultz says the
needs of the Palestinian people
would be better served by strip
ping the Palestine Liberation
Organization of its reponsibility
to represent them.
In a news conference Tues
day, Shultz blamed the setback
in Middle East peace talks on the
PLO and urged the Arab world
to reconsider its 1974 decison to
make the PLO the sole represen
tative of the Palestinian people.
The PLO, Shultz said, has
been the party that has tempor
arily frustrated an opportunity
for peace.
He said if the PLO decides to
turn toward violence that it
would be a bad decison.
He said such violence would
be the alternative to a negotiated
settlement involving Israel, Jor
dan and the Palestinians.
Referring to the decision of
the PLO not to exercise its re
sponsibility to enter the negotia
tions through Hussein, Shultz
said, “We have a saying around
here: ‘Use it or lose it.’”
Palace sources said King Hus
sein has told President Reagan
he can no longer take part in
Middle East peace efforts until
either the PLO fully approves
the Reagan peace plan or the
Arab League decertifies the
PLO as the sole representative
of the Palestinian people.
The United States is standing
by its proposal for a negotiated
settlement that would lead to a
Palestinian entity federated with
Jordan on the West Bank and
Gaza, Shultz said.
“We emphasize for it be suc
cessful it has to meet the legiti
mate needs of the Palestinian
people. That is good high
ground to stand on,” he said.
Shultz said he stands ready to
travel to the Middle East if
Reagan orders him to go, but no
trips or conferences are planned
at present because they would
not have any apparent benefit.
