Students were offered up to $100 for information leading to the arrest and conviction of other students who use or sell drugs. Since September 1982, the Dallas school paid out about $450 from funds raised by its Parent, Teacher and Student Association. At least 30 students were turned in. Fourteen were expelled and all face criminal charges. But detractors say the prog ram may have wider implica tions. “Conceptually there’s no dif ference between offering $100 to turn in somebody w4th a joint in their pocket than offering $100 for somebody who steals a hubcap or engages in illicit sex,” Novik argued, “ft’s teaching children values which conflict with the principals and values embodied in the Constitution, values of freedom and privacy. It conflicts with some basic no tions about how w'e deal with ourselves. There is also the con cern of Hitler Youth-type spying and distrust.” Law enforcement officials, however, insist it is the atmos phere which makes the program click. “It doesn’t bother me that kids are turning in their best friends,” Lewisville Police Chief Steve McFadden said. “I’m not interested in the politics of it. What they are doing is working. The boy, whose name was withheld under Texas juvenile law, was arrested late Friday in Huntsville, 20 miles from where his grandfather, Travis Can trell, found the bodies of his father and uncle in the home they shared near Willis. Montgomery County Court at Law Judge Jerry Winfree ruled Monday after a 25-minute hearing at which the boy was present but did not testify. His grandmother, aunt and other friends and relatives joined him at the hearing. Montgomery County Chief Deputy Steve Graeter said the boy admitted the attack and that it appeared the boy was strug gling with his uncle and his father walked in on the incident. Although the youth gave au thorities a statement, he is too young under Texas law to be tried or convicted as an adult. Student found in trunk of car United Press International AMARILLO — A Texas Tech University student, who was found unconscious in the trunk of a car, was in satisfactory con dition today recovering from in juries suffered in a struggle with her abductor, police said. Beverly Jane Reed, 21, of Lubbock, was abducted from her apartment Sunday night by a man who tried to strangle her, then bound her hands and feet and locked her in the trunk of a car, police said. An abandoned car was found Monday night by an officer from Tulia, Texas, about 70 miles south of Lubbock where the school is located, authorities said. Tulia Police Chief Tom Rolen said the officer later found a man hiding in bushes near the abandoned car and took him into custody. “T he car was towed back to the station and it was there offic ers heard whimpering sounds coming from the trunk,” Rolen said. “The trunk was pried open and the girl was found nude and tied. She was rushed to the hos pital in Amarillo (40 miles north of Tulia). The woman bore strangulation marks and exten sive bruises” Rolen said tests at the hospital showed the woman had not been sexually assaulted. He said the man arrested at the scene was charged with aggravated kidnapping and bond for him was set at $75,()()(). He was identified as Herman Ray Winniford, 25, a former Air Force sergeant and Texas Lech student. Rolen said Winniford admit ted to them that he tried to strangle the woman at her apart ment. The police chief said the two were acquainted through classes they attended together.
