“Capriciously changing the
drinking age to try to keep
young adults from drinking will
be about as fair and about as
effective as trying to make it
illegal for state officials to drink
simply because there have been
a few who have not been able to
drink responsibly,” Begala said.
Adams said the state could ex
pect a 28 percent reduction in
traffic deaths for 19 to 20-year-
olds if the bill were passed.
“The youngest DWI driver
we arrested in Texas in the past
several years was 10 years of age.
It starts early,” Adams said.

there,” he said. “I have never
