Homeless upset landowner
United Press International
MANVEL — Another Hous-
on area landowner who offered
he homeless unemployed space
o pitch a tent says he is dis-
tppointed because those people
iidn’t seem to want to work.
Lucian Smith, 64, who oper-
ites a magazine subscription
igency, was the second person
ocally to publicly offer a free
space and a helping hand, but he
said Monday no one has taken
lim up on it.
“When they (the homeless)
bund out some work was in-
/olved, they lost interest,” he
said.
Another offer of free space to
set up tents was made in Febru-
iry by Baytown resident Juanita
Adcox, but she became disillu
sioned and withdrew the offer
when jobless people who were

camped at a state roadside park
demanded a year-long lease.
Both Adcox and Smith told
prospective squatters they
would have to actively seek jobs.
Smith, who offered space for
four families on his one-acre
plot, said he had no takers.
Smith said after a news article
was published he received
dozens of calls from around the
country. He invited homeless
people to Brazoria County to
start a garden and “enjoy the
harvest” on the unfarmed prop
erty.
He didn’t ask rent but he ex
pected them to work.
“I wasn’t looking for perma
nent neighbors. I just wanted to
offer them a base, an address, a
telephone, anything to help
them find a job,” he said. “I’m
still reasonably sure people out
there want an opportunity, but
many don’t.”
His offer was first made after
the Harris County fire marshal
evicted about 150 people from a
roadside park where they had
pitched tents and put up
makeshift huts. He said the
offer still stands.
Adcox offered her land near
New Caney while the jobless
were still living in the park.
About 35 jobless people set
tled after the close of Tent City
on rented private property near
New Caney in Montgomery
County, but the threat of evic
tion because of drainage and
sewage problems has caused
most of them to leave.
White calls Lt. Gov.’s
tax plan ‘innovative’
United Press International
AUSTIN — Gov. Mark
White Tuesday reaffirmed his
opposition to a new tax on
gasoline, but said opponents
of an increase in oil and natu
ral gas severance taxes at least
should give a fair hearing on
the merits of such a bill.
Asked about reports that
he has told Senate leaders he
would veto a 5-cent-a-gallon
tax hike on gasoline, White
said he is not convinced the
tax is needed.
“I’m just not persuaded
that it’s necessary and I don’t
want to go out there and raise
taxes on gasoline just because
somebody said they wanted
more money,” he said. “I
don’t think right now they
need to raise taxes on gasoline
at all.”
State Comptroller Bob
Bullock, a political opponent
of the governor, has advo
cated the gasoline tax to raise
funds for highway work.
White said he has not made
up his mind on a proposal by
Lt. Gov. Bill Hobby to raise by
1 percent the state severance
tax on oil and gas, but he said
the plan should be reviewed
fully.
Legislative leaders had
planned a special meeting
Tuesday night to discuss the
proposal.
White said opposition from
the oil and natural gas indus
try should be expected. ■
White called Hobby’s plan
“innovative,” and said it was
entitled to a “thorough re
view.”
Faced with declining re
venues, lawmakers are
scrambling to select a viable
revenue-raising measure or
face cutbacks in the stale
budget.
