AUSTIN — Getting the jump
on other prospective candidates,
former state Attorney General
John Hill says he plans to cam
paign in 1984 for chief justice of
the Texas Supreme Court.
Hill, a Democrat, filed a cam
paign treasurer designation
Monday with the secretary of
state’s office, naming himself as
treasurer, and taking the first
step toward becoming an official
candidate.
Hill, 59, has been a private
attorney in Austin since former
Republican Gov. Bill Clements
defeated him in the 1978 guber
natorial election, one of the
state’s most stunning political
upsets.
He is seeking to succeed
Chief JusticeJack Pope, who was
promoted to chief justice last
year by Clements to fill the un
expired term of Joe Greenhill.
Pope has said he will not seek
election to the post.
Hill said he began his cam
paign earlier than usual “to raise
a little money.” He expects the
campaign to cost as much as
$300,000.

riping inmate found dead
United Press International
BROWNWOOD — An in-
iiate in the Brown County jail
fas found dead in his cell the
ame day a local newspaper re-
eived a letter from the inmate
ind other prisoners complain-
ig about conditions at the jail.
Sixteen prisoners signed the
ictition sent to the Brownwood
lulletin Monday. One of them
as Jacky Lynn Barnett, who
ras found at 2:30 a.m. in his cell,
uihorities said.
Sheriff Melvin Stovall said
Barnett,27, had beenjailed since
March 26 on misdemeanor
charges of driving while his
license was suspended and pos
session of marijuana and a
felony charge of possession of
hashish.
Stovall said he did not think
foul play was involved in the
prisoner’s death, but an autopsy
was ordered.
The petition, dated March
28, included complaints about a
lack of available medical treat
ment for prisoners who become
ill. It said one prisoner in jail at
the time the petition was written
was suffering from high blood
pressure, but the prisoner’s
name was not given.
A member of Barnett’s family
said he previously received
treatment for high blood press
ure, but had not been taking
medication recently.
A jailer said Barnett had
shown no signs of illness since
his incarceration. Sheriffs de
partment officials said Barnett
told officers when he was jailed
that he suff ered no ailments and
was not currently on medica
tion.
