Hill, a Democrat, filed a cam paign treasurer designation Monday with the secretary of state’s office, naming himself as treasurer, and taking the first step toward becoming an official candidate. Hill, 59, has been a private attorney in Austin since former Republican Gov. Bill Clements defeated him in the 1978 guber natorial election, one of the state’s most stunning political upsets. He is seeking to succeed Chief JusticeJack Pope, who was promoted to chief justice last year by Clements to fill the un expired term of Joe Greenhill. Pope has said he will not seek election to the post. Hill said he began his cam paign earlier than usual “to raise a little money.” He expects the campaign to cost as much as $300,000.
