Houstonian charged in sick father’s shooting •vs lion ter expirr IN FHGAl United Press International I HOUSTON : — A prosecutor said charges should not have been filed against a man who told police he shot his comatose father in the head to end his suf fering. s Billy Ray Clore, 25, was freed ■rom jail after posting $10,()()() fond on a charge of attempted murder in the shooting of his p3-year-old father, Robert. The elder Clore, a longtime tire dealer in the Houston sub urb of Spring, was in critical con dition in a Houston hospital from a gunshot wound to the head. Harris County Assistant Dis trict Attorney Terry Wilson de cided to charge Clore with attempted murder even though “Assistant Doug Durham recom mended they await a grand jury’s decision. “I felt there really was an ethical dilemma,” Durham said. |“On the one hand my sym pathies have to go with the fami ly. I think it does a lot to them psychologically when their lather is in a coma. “But by the same token,” Durham said, “you don’t give someone the authority to take someone’s life away. There’s al ways a chance of a medical miracle.” Durham felt a grand jury should decide if a charge should be filed. Bob Clore, 30, Billy Ray’s brother, said doctors had told the family the prognosis for the elder Clore’s recovery was grim. United Press International DALLAS — Allegations that seven white New Orleans police man beat witnesses in seeking to track down the killer of a fellow officer in a predominately black neighborhood were generated by fear and greed, a defense attorney argued in a federal civil rights trial. The seven-woman, five-man, all-white jury was to begin de liberations Thursday in the fed eral civil rights trial that began March 7 after it was moved from New Orleans because of pre trial publicity. Dale Bonura, Stephen Far rar, John McKenzie, Ronald Brink, Stephen Reboul, Thomas Woodall and Richard LeBlanc were all accused of felony con spiracy. Each man also faced at least one misdemeanor count of deprivation of rights. The maximum penalty on the conspiracy charge is 10 years in prison and a $10,00 fine, and on the others, one year in prison and a $1,000 fine. The charge arose from the complaints of four men — Clar ence Green, Ervin Hughes, Robert Davis and Johnny Brownlee — that they were forced from their homes at gun- >oint, held in custody for many tours although they were never charged with a crime, and beaten and threatened to make them give information they said they never possessed. The government alleges the incidents began after patrolman Gregory Neupert was found shot to death — apparently the victim of a drug dealer — in a ditch in the Algiers neighbor hood on Nov. 8, 1980. Protests cancel rabbit skinning p n< Oil service firm buys lignite plant United Press International DALLAS — A rabbit skinning contest was canceled because of protests and a threatened law suit by animal protection groups. The Texas Rabbit Breeders Association planned the contest this weekend, but faced intense criticism from groups such as the Fund for Animals and the Dallas Society for the Prevention of Cruelty to Animals. Wilma Wilson, president of the breeders association, said the event was called off to avoid controversy. The animal protection groups said the contest would have been inhumane because youngsters would skin rabbits as quickly as possible — perhaps before they were dead. They also threatened a lawsuit. “When you get into a contest skinning a live animal and speed is important, the likelihood of that animal dying in a humane manner is very, very slim,” said Jerry Owens, president of the Fund for Animals at Brown- sboro in East Texas. Wilson attributed a public outcry against the contest to mis information. “ I t’s a commercial demonstra tion only by our membership,” she said. “They kill the rabbits instantly” before skinning by striking them across the back of the head or breaking their necks. - United Press International DALLAS — In an effort to settle its lawsuit with the owners of the South Texas Nuclear Pro ject, the Halliburton Co. has agreed to an option to buy in terest in a lignite-fired electric power generating station under construction, a statement said. The Dallas-based oil field ser vices and products equipment company Wednesday said it would buy into the plant as part of a settlement of a lawsuit filed against Halliburton and its sub sidiary by the owners of the South Texas Nuclear Project. Brown & Root was general contractor on the Bay City facil ity, but was fired because of con struction problems and cost overruns in the project. Houston Lighting & Power Co. and other partners in the STNP sued Brown 8c Root for alleged poor construction work. A statement from Hallibur ton said the company had en tered an agreement in principle with Texas Utilities Service Inc. for an option to purchase from Texas Power & Light Co. and Aluminum Company of Amer ica an interest in 75 percent of the net power generated by the Twin Oak Steam Electric Sta tion, Unit No. 1, a lignitefire electric power generation sta tion under construction in Robertson County in Central Texas.
