Police said Mary Klanke, 42, was arrested in San Diego, Calif., Tuesday. Felony theft charges have been added be cause of alleged insurance fraud. Investigators charged she started the fire by pouring a flammable substance around her offices and lighting it. They allege she collected in surance on property damage.
