Panyko says he had to do it —
arrest his boss.
Panyko, Chief of police in sub
urban McKees Rocks, arrested
Mayor Thomas Connolly Sun
day after a Breathalyzer test
showed Connolly was legally in
toxicated.
The arrest followed a tele
phone duel between the police
and Connolly over allowing a
borough tavern to remain open
past the legal closing time.
Panyko said police phoned
Donna’s Lounge after 2 a.m.

mayor had given the bar permis-
sion to stay open past the legal

Drug use on Hill studied
Probe won’t yield charges

WASHINGTON — The Jus
tice Department has not accu
mulated enough evidence to
bring criminal charges against
congressmen accused of illegal
drug use, but is continuing its
probe, The Washington Post re
ported today.
The Justice Department be
gan its probe into the alleged use
of marijuana and cocaine by
some congressman last year, de
spite what one law enforcement
official told the Post were “the
baldest unsubstantiated allega
tions.”
In beginning the probe last
year, the department, interested
primarily in drug dealers, broke
a longstanding policy not to in
vestigate alleged drug users.
The department was reluctant
to use a stiller standard for in
vestigating government officials
than used for private citizens,
but also was fearful of cover-up
charges, the newspaper said.
Charges of drug use on Capi
tol Hill also are being investi
gated by the House Ethics Com
mittee.
Investigators have inter
viewed dozens of people, but so
far have brought only a few wit
nesses before a 23-member
grand jury that is hearing testi
mony about this and other inves
tigations.

Because the FBI documents
are heavily censored, the Amer
