WASHINGTON — Inflation
nearly stood still in January as
cheaper fuel held the rise in con
sumer prices to 0.2 percent, the
government reported Friday.
The rate would amount to an
annual 2.1 percent if sustained
for a year, the Labor Depart
ment said — well below last
year’s 10-year-low of 3.9 per
cent.
The department also mea
sured spending power left after
inflation, saying real earnings
for January surged 1.6 percent,
the most in 11 months.
Cheaper gasoline and oil
wiped out most of the month’s
consumer price increases for
housing, medical care, food and
clothing. Lower oil costs, espe
cially if oil-producing countries
fail to contain price-cutting com
petition, promise to reinforce
the trend of low inflation that
began in October 1981.
Major banks moved Fj-iday to

point to its lowest in more than
four years, 10.5 percent. They
had been encouraged to do so by
Federal Reserve Board chair
man Paul Volcker, who testified
that commercial rates seemed to
be “out of equilibrium” with the
inflation rate.
The January Consumer Price
Index was 293.1, which means it
cost consumers $293.10 to pur
chase the same sample “market
basket” of goods and services
that cost $100 in 1967.
At the White House, deputy
press secretary Larry Speakes
said the report “is good news be
cause, coupled with expected
further energy price decreases,
(it) makes the inflation picture
for the rest of 1983 very favor
able.”
Economic recovery “seems to
lie moving along faster” than
forecast in September, and un
employment could dropundi

year, he said.

WASHINGTON — Another
failure by Congress to pass an
immigration reform bill could
trigger the mass deportation of
illegal aliens, the former head of
a presidential commission on
immigration policy warned
Friday.
“I hate to think of what would
happen if this bill doesn’t pass,”
the Rev. Theodore Hesburgh
said at Senate hearings marking
a renewed drive to enact a re
form bill granting amnesty to
millions of illegal aliens now in
the United States.
Such legislation passed the
Senate 80-19 last year but died
in the House during the Decem
ber lame-duck session of Con-
