Texas A&M University 181tfn February 23j: Tougher DWI laws proposed United Press International AUSTIN — Legislation aimed at toughening Texas’ drunken driving laws has drawn both the public support and the controversy expected, with scores showing up to testify be fore a state Senate committee considering proposed laws. Those testifying before the Senate State Affairs Committee Monday ranged from a young girl injured by a drunken hit- and-run driver to state Com ptroller Bob Bullock, a reco vered alcoholic. The committee, after several hours of testimony, referred six bills to a subcommittee for con solidation. Three of the bills constitute a drunken driving package sponsored by Sen. Bill Sarpalius, D-Amarillo. One bill by Sarpalius, requir ing a Depart ment of Public Safe ty identification card instead of a Texas driver’s license as proof of age for buying alcoholic bever ages, was approved and sent to the full Senate. Before delaying action on the main DWI measures, the sena tors heard Lora Lee Ward, an Austin teenager, implore them to do something to stop drunken drivers like the one who hit her two months ago, leaving her on crutches and temporarily dis abled. “As I see it now, I’m the one paying for his mistake,” she said. Bullock, who pleaded guilty to a DWI charge in 1978 and went through a California re habilitation program for treat ment of his alcoholism in 1981, said he could not “wholeheartedly” support the legislation. He urged the senators to adopt legislation addressing alcoholism as a disease that needs treatment before it be comes a criminal legal issue. One bill in the Sarpalius DWI package would raise fees for alcoholic beverage licenses, with the estimated S23 million in annual revenues dedicated to alcoholism rehabilitation prog rams for DWI offenders. Bul lock said the money should come from the general revenue fund, with problem drinking re ceiving the same emphasis from legislators as other health prob lems. “It’s a disease,” Bullock said. “But in Texas I’m just a drunk.” However, most opposition to the Sarpalius package centered on his proposal to do away with deferred adjudication for DWI offenders. The committee held hear ings Feb. 13 through last Fri day to review present budgets and new budget requests from departments that re ceive funds from student ser vice fees. After the hearings, the committee voted on budget recommendations for each department and a recommen dation for a change in the stu dent service fee. Bill Hob by has decided he no longer wants private living quarters in the historic building. Hobby’s press secretary, Bob Cargile, said Monday that the three-bedroom apartment will not be restored when the fire- damaged Senate wing of the Capitol is repaired. Sen. The bill by Sen. Lindon Wil liams, D-Houston, would ban lifetime memberships or mem berships longer than one year. Mattox told the Senate Health and Human Resources Committee Monday that life time memberships are mislead ing because the customer be lieves he is getting a substantial bargain when, in fact, the spa cannot possibly deliver what has been promised over a long period of time. “I’ve been cheated on two life memberships in health spas my self because the spas I joined could not meet theii lions,” he said. Search for womai in Atlantic halted United Press International MIAMI — The Coast Guard has given up its search for the wife of a Texas pilot who was rescued by helicopter after crash landing a small plane in the Atlantic Ocean, officials said Tuesday. The Coast Guard searched Monday without success for the wife of Dr. Owen T. Randell, 60.
