Thefts, robberies and aggra vated assaults in the South’s largest city took the biggest jump. There were decreases in the number of homicides and rapes. The yearly increase com pared with increases of 3.8 per cent in Dallas and 3 percent in Austin, said Phymeon Jackson, a spokesman for Houston Police Chief Lee P. Brown. The overall increase in Hous ton was a reversal of 1981 fi gures, when major crimes in Houston decreased 2.9 percent. Brown’s office attributed the big increase to “greater efficien cy in capturing the data” and im proved accuracy in reporting. Mrs. Hambr- Reagan urged to change Bentsen calls for unity United Press International AUSTIN — President Reagan must consider responsi ble alternatives to his tax and de fense policies if the federal de ficit is to be reduced, Sen. Lloyd Bentsen, D-Texas, said Tuesday. In a speech to a joint session of the Texas Legislature, Bent sen said the United States must regain control of its economic destiny by lowering the budget deficit. “It’s time for us all to start Working together in a broad, bipartisan effort to bring Spend ing in line with revenue,” he said. “We’ve got to understand that $200 billion deficits can des troy our economic future. , “We all know that these are difficult times for America,” he added. “Our economic prob lems are complex and they are important. They will not be solved by rigid, unbending adherence to slogans and ideology.” Bentsen said Reagan has been unwilling to listen to alternatives proposed by Democrats. “It doesn’t have to be my idea or your idea,” he said. “We’re willing to listen to other answers.” But Bentsen said Reagan has refused to compromise on his three-year, 25 percent tax cut, despite a budget deficit of stag gering proportions. The Texas senator said that the president should consider reducing the last phase of the tax cut from 10 percent to 5 per cent and moving the effective date forward from July 1 to April 1. “This way we would stimulate the recovery from the recession with a prompt 5 percent tax cut while shaving the projected de ficit by $20 billion oyer the next two years,” he said.
