The Feb. 7 issue of Time
magazine states the problem as a
fact of life: ” ... the hardest per
son for a teen-ager to talk to ab
out sex is a parent.”
Miller said she doesn’t think
the rule would make any differ
ence in family communication.
In modern society, American
teen-agers are bombarded with
conflicting signals about their
sexuality, she said.
“I feel compassionate with
the teens,” Miller said. “They’re
told, ‘Be sexual, but don’t have
sex.’ Everything you see has a
sexual connotation.”
Television, movies, books,
magazines and advertisements
are some of the media that con
tinue to tell teens to look and act
sexy, she said.
“Meanwhile,” she said, “pa
rents are saying, ‘Don’t do it.’”
The 21-year-old client said
her parents discovered her
younger sister’s birth control
pills and took them away.
“I don’t know what my sister’s
doing now,” she said.
A 31-year-old client and
mother of two said she advocates
family discussions about sex. as
does the Planned Parenthood
Federation. But a parental noti
fication rule would not achieve
that, the client said.
“Communication about sex
should start at home around age
five or six." she said.
“Parents should be taking on
the responsibility of curtailing
premarital sex. The govern
ment shouldn’t be in the baby
business.”
Another client and mother of
two said the rule might help
family communication.
“But nothing will stop pre
marital sex,” the 24-year-old
said. ,
“Minors are going to say: Tm
not going to Planned Parent
hood, but I’ll have sex anyway,’
and they’ll get pregnant.”

Family Planning in Bryan, said

year-old son of her own, Susan
works for the National Center
for Surrogate Parenting, which
is operated by Harriet Blankfeld
in suburban Chevy Chase, Md.
Blankfeld’s program has 1 1

cannot be revealed here.
The women agree to be artifi
cially inseminated, carry a baby
for nine months and then sur
render it to a childless couple for
$10,000 — cash on delivery.
“The money is more or less by
the side,” Susan said. “No
amount of money is going to
motivate you to really honestly
want to do this.”
Couples pay $25,000 for the
center’s 1 comprehensive service.
Blankfeld,<said the couples, who

the steep fee.
The center insists couples ex
plore all other alternatives be
fore they consider surrogate
parenting. The couples
accepted are those where the
wile cannot biologically con
ceive; the husband’s sperm is
used for the artif icial insemina
tions.
It took six months of artificial
inseminations before Susan be
came a full-fledged surrogate.
“I didn’t really worry that I
wasn’t going to be able to con
ceive because I had no problem
getting pregnant with my son,”
Susan said. “It’s a lol.easier when
it’s hot through artificial insemi-
natioh.”
“In a way (surrogate parent
ing) is like being an extension of
the woman’s body,” Susan said.
“I’m doing her a favor by shar
ing my maternal abilities.”
Blankfeld said many clients
begin making additions to their
home and selecting new furni
ture before the surrogate’s pre-
ganancy has been confirmed.
“I feel like I’m going to be able
to give the gift of life to some
one,” Susan said. “Nobody else is
going to do that for these
people.”
And motherhood so agrees
with Susan that she plans to nave
two or three more children for
the same couple.
Susan was a dental hygienist
before she became a profession
al mother. She first considered
the idea of becoming a surrogate
child bearer after watching a
television program dealing with
the subject.
Her husband, a laboratory
technician, supports her deci
sion, but did not encourage it.
“It’s one thing to ask her to
have a child for lis,” he said, “but
to say, ‘Hey, could you have a
‘ child for someone else?’ That’s
nothing I should ask. That’s
something she should decide on
her on.”
Like the center’s other surro
gate mothers, Susan contacted
Blankfeld, who says she solicits
neither surrogates nor childless
couples, but has been over
whelmed with calls from couples
and from women seeking to be
surrogates.
The center provides psycho
logical, medical 711101 legal coun
seling. Blankfeld conclucts ex
tensive interviews with the sur
rogate and her husband before
business is discussed. Few reach
the contract stage, and fewer
than 3 percent of the surrogate
applicants are accepted.
In the interviews, Blankfeld
tries to find out why the woman
and her husband want to be
come surrogate parents. Such
gaffes as, “My wife can’t type,
can’t sell, but boy can she make
babies,” send couples out the
door.
“There is nothing worsetl
