AUSTIN — A coalition of
groups seeking tougher penal
ties for driving while intoxicated
threw up a united front today in
support of a bill sponsored by
Sen. Bill Sarpalius, D-Amarillo.
The bill was endorsed at a
news conference by Col. Jim
Adams, director of the state De
partment of Public Safety, and
the Texas Commission ort Alco
holism and Mothers Against
Drunk Drivers.
Adams said the 17-member
Texas Task Force on Traffic
Safety, which he directed under
former Gov. Bill Clements’
administration, also supports
the measure.
“Potential violators must real
ize that if they drive while intoxi
cated, they are likely to be
apprehended and certain to be
punished,” he said.
The bill would raise fines, eli
minate deferred adjudication,
allow refusal of defendants to
submit to blood test to be used as
evidence in a trial and allow
probation only on the first
offense.
“We’re trying to create a de
terrent and not put more people
in jail,” said Adams. “This plugs
the loopholes to the point where
an individual knows if he drives
while intoxicated he will likely be
caught and will certainly be
punished.
Sarpalius said he expected a
