WASHINGTON — A House
subcommittee hopes to begin
drafting a Social Security rescue
plan this coming week, armed
with new projections showing a
presidential panel’s plan that
will probably raise enough
funds to do the job.
The Social Security subcom
mittee wrapped up three days of
hearings Wednesday that fol
lowed four days of sessions by
the Ways and Means Commit
tee. More than 100 witnesses
were heard.
Subcommittee chairman JJ-
Pickle, D-Texas, described him
self as pleasantly satisfied with
the hearings and said he con
tinues to believe the best basis of
going forward is a plan prop
osed by the National Commis
sion on Social Security Reform.
That plan would raise payroll
taxes, freeze benefits for six
months, tax checks of better-off
pensioners and require new fed
eral workers to join the system
next year. Although every wit
ness found one aspect to dislike,
Pickle said no one urged that the
plan be scuttled.
The commission said its pack
age would come up with $168
billion by 1990. New govern
ment projections released late
last week put the total at $165
billion.
The forecast by Social Secur
ity’s officials said the commis
sion’s plan would carry the sys
tem safely through the decade
under moderate economic con
ditions if combined with sped-
up payroll tax collections.
Social Security is not allowed
now to pay benefits, which it
does early in the month, unless
money is on hand.
Commissioner John Svahn
told Congress that the govern
ment will change the policy and
let checks go out if taxes to cover
them are expected later in the
month. Pickle questioned the
change, calling it suspiciously
close to general revenue bor
rowing.
The figures said under mod
erate conditions Social Security
will need $117 billion by 1990,
and the plan plus the speedier
tax collection would raise more
than enough. Under a grimmer
economic outlook. Social Secur
ity would need $198 billion by
1990, but the plan would pro
vide only $180 billion.
The new projections had
more gloomy news for Medi
care. The officials said it would
run short in the late I980’s, just
as the system’s trustees pre
dicted last year.
The administration says it will
propose postponing that finan
cial crunch by hiking the Medi-
