Rep. Joseph Addabbo, head df the defense subcommittee of the House Appropriations Committee, told Defense Secret- 4ry Caspar Weinberger that the $1.6 billion request, which in cludes development funds for the MX and Pershing II missiles is an example of “business as usual” at the Pentagon. Addabbo, D-N.Y., criticized the administration as Weinber ger appeared to defend its re cord 1984 defense budget, to SOI veillantt; jnds which at $238.6 billion is 10 per cent above I983’s budget. “The Congress spoke in a heavy voice last year,” Addabbo told the Pentagon chief. “These are all matters for which funds were denied only in December by the Congress of the United States.” It was Addabbo who led the fight last year to cut develop ment funding for the controver sial MX intercontinental nuclear missile, forcing a compromise in which the administration was told to come up with an evalua tion of all MX basing plans by March 1, including the “dense pack” scheme favored by the administration. “It’s business as usual,” Addabbo charged. “But you can’t have business as usual. The American public has spoken. The facts have spoken. “W’hat really troubles me, Mr. Secretary, is when the Congress speaks, the Defense Depart ment closes its door, puts up the ramparts without listening,” he said. Man recovers lost explosives United Press International MIAMI — Explosives capable of blasting through 10 inches of steel fell off a truck and were lost for a day until a delivery man called authorities Tuesday to say he found them. U.S. Customs officials said Noel Martinez, a delivery man, saw three cartons of RDX “jum bo jet charges” fall from a U.S. Customs truck near Miami In ternational Airport about 10 a.m. Monday. The 192 charges were in three of 215 cartons of the ex plosives seized on a technical violation of air-freight rules, customs spokesman Dave Woods said. “Our officer who was moving them remembered hitting a jolt in the road,” Woods said. Customs officers sezied the explosives because a Houston- based shipper, sending them to Venezuela, failed to get an ex port license. Cartons containing the charges are about 1 cubic foot. The charges are about four inches long and contain 22.5 grams of the explosive. Woods said they are capable of blasting through 10 inches of steel or 16 inches of rock.
