The judges on the panel — 5th U.S. Circuit Court of Appeals Associate Justice Jerre Williams and U.S. District Judges H.F. Garcia and Fred Shannon of San Antonio — heard 90 minutes of testimony and deliberated less than 15 mi nutes before reaching their deci sion. Plaut said he doubted Mexico could recover sufficiently from its economic troubles to help the Texas economy swing back.
