NBC said the investigation began with the arrest last April of Douglas Marshall, 27, a for mer congressional page who au thorities say became one of Washington’s biggest cocaine dealers, dealing to congress men, members of the Washing ton press corps and socialites. Federal authorities say that Marshall, now a fugitive be lieved to be in Australia, is being offered a deal by prosecutors to come back if he will agree to tes tify about his alleged cocaine customers in Washington. In his report, Ross said mem bers of the Committee on Stan dards of Official Conduct, and the House Ethics Committee, have been hearing secret tes timony since July about allega tions of drug use by members of Congress.
