Regulatory Commission staff re

A 500-page NRC staf f report
said HL&P and its new design
engineeer, Bechtel Power
Corp., have “adequately re
solved or dispositioned” all con
struction and engineering ques
tions raised by Quadrex.
“All items (in the report) im
portant to plant safety had re
ceived adequate and timely
attention,” the NRC report said.
The study by a California
based consulting firm hired by
HL&P said Brown & Root Inc.
engineering design work on the
$5.5 billion'plant — much of
which was done as the project
was being built — was inept.
A few months after receiving
the report, HL&P fired Brown
& Root.
Critics complained HL&P
did not supply the NRC com
plete copies of the report until
several weeks after receiving it
and charged HL&P was trying
to hide the report.
But the NRC concluded
HL&P was not require

Mexican government are so
worried about “Spangiish,” a
combination of Spanish and En
glish used along the U.S. border,
that they want a special commis
sion established to keep the lan
guage pure.
Former President of Mexico
Jose Lopez Portillo ordered the
creation of a Committee for the
Defense of Culture and Lan
guage to guard against the slang
—- which the committee sees as
the debasement of the mother
tongue — in publications and
public places.
“Even though I’m a newspap
er editor and should speak
grammatical Spanish all the
time, I find myself constantly us
ing some of the ‘Spangiish.’” said
Gaston de Bayona, a writer, edi
tor and language teacher from
Juarez, Mexico.
“It’s a pop thing to say things
