Charles Currie, president of Xavier University, said Proposal 71 violated the principles of the scholarship proposals overwhelmingly pas sed earlier in the day and would judge the quality of an athletic program on “the number of seats filled.” However, Big lOCommision- er Wayne Duke said the defe ated proposal was merely a way to “improve commonality of purpose within Division I.” Texas A&M University is a Division I school, as are the other eight members of the Southwest Conference. In other action, the NCAA approved a cluster of measures that would require athletes to study more in both high school and college. “This is an issue no president can ignore,” said Notre Dame President Rev. Edmond P. Joyce. “The issue is the exploita tion of a 17-year-old athlete by putting him in a system he is woefully unprepared for.” The new academic standards, which take effect in 1986, re quire athletes to have a “C” aver age in a core of basic college- prep classes including mathe matics, English, science and so cial science when they enter col- lege.
