Glass bottles, plastic packs
may deter drug tampering

SALT LAKE CITY — Putting
nonprescription drugs in glass
bottles and enclosing the bottles
in plastic packs may be the most
effective way to deter tamper
ing, according to University of
Utah experts.
But they agree no container is
completely tamper-proof. They
also think packaging improve
ments need to be combined with
education to help consumers
recognize the signs of tam
pering.
Their suggestions include:
•Put a bottle inside a blister
pack (molded plastic covers
placed over a product that’s
been mounted on a piece of
cardboard), said William Ken
nedy, industrial engineering
professor. The pack is hard to
penetrate with a hypodermic
needle and will keep people
from twisting the lid off a bottle
and putting something inside.
•Poison Control Center
acting director Dr. Brent Ekins
said a simple measure is a peel-
off strip around the bottle cap.
The method could be a deter
rent as long as the original strip
can’t be put back, and as long as
a manufacturing design is im
printed so a substitute seal can’t
be put in.

pharmacology said to put each
pill in a separate, sealed com
partment.

Cuban VIPs indicted
for drug smuggling

Cuban officials, including the
head of the navy and the ambas
sador to Colombia, were in
dicted with 10 others in a multi
million dollar smuggling opera
tion that used Cuba as a loading
station to get drugs into the Un
ited States.

qualone tablets and several
thousand pounds of marijuana
were shipped through Cuba, he
said.
Marcus said the metha-
qualone had a street value of $30
million. The value of the mari
juana was uncertain.
The indictment accused the
current head of the Cuban navy,
while a vice admiral, of sup
plying and protecting smug
glers’ ships that carried
quaaludes and marijuana to the
United States.
The eight-count indictment
charged the defendants with
conspiracy to import and pos
sess, with intent to unlawfully
import methaqualone tablets
