Hostage, 4, sent to foster home

RALEIGH, N.C. — A 4-year-
old girl held hostage by her un
cle in a sweltering Amtrak car
for three days with her dead
mother and infant brother went
to a foster home crying and
clutching a bag of toys because
her father refused to claim her,
officials say.
A tearful Zuli Ramirez, hold
ing a bag of the toys from well-
wishers, said goodbye Wednes
day to the staff of the hospital
where she was taken Monday af
ter her uncle, a convicted drug
dealer, released her from a tiny
Amtrak sleeping car where she
was held three days.
Police said her uncle, Mario
Navas, 29, shot and killed her
mother, Maria Ramirez, aboard
the Miami-to-New York Silver
Star last Friday just as the train
pulled into the Raleigh station.
Zuli’s brother, 9-month-old
Joan Ramirez, died of dehydra
tion sometime Sunday morning.

Zuli was forced to live with the
decomposing bodies in the hot,
6-by-10-foot compartment until
Navas handed her through a
window to an FBI agent.
Navas is being held without
bond on two counts of murder
and one of kidnapping.
Federal authorities in New
York said Wednesday that
Navas had been convicted of
masterminding a vast drug
running operation.
Police said they had located a
man who claimed the woman
slain in the Amtrak car was his
wife, but who was reluctant to
come to Raleigh.
“We have been told by a man
in the Miami area that he is the
husband,” said Capt. Robbie
Carroll.
Carroll said the man, identi
fied as Altamar Ramirez, told
police the more than $5,000
cash found in the train compart
ment belonged to Mrs. Ramirez.
“The other agency is talking
to him and their information is
he has no plans to come to
Raleigh,” Carroll said. “I would
not consider it normal for a man
who has a family involved not to
want to come up.”
Wednesday, a New York
attorney confirmed he was the
“padrino” or “godfather” who
persuaded Navas to surrender.
Paul E. Warburgh, 41, who said
he witnessed Navas' wedding in
1976, said he expected to be
Navas’ defense attorney.
Warburgh said Navas has a
wife and two sons about 10 and
14.
Preliminary reports indicate
Navas was convicted of cocaine
distributing and conspiracy
charges in 1976 in New York
and sentenced to 13 years in
prison along with his wife,
Estella.
