United Press International HUNTSVILLE — The Texas prisons director predicts early completion on a new 500-bed lock at Darrington Unit in Brazoria County may avert set ting inmate intake quotas again. Texas Department of Cor rections Director Jim Estelle said the unit appears likely to be ready in December, a month ahead of schedule. “We can’t say right now whether we will be forced to have a controlled admission policy, but the staff is doing ev erything possible to forestall such a program,” Estelle said. Estelle said TDC also is con sidering more tents and more temporary facilities to create more beds so quotas will not have to be reimposed. Officials earlier warned quotas imposed this summer might have to be reimposed because of growth. population now exceeding 35,000, have room for about 1,100 more inmates before reaching maximum federal court-ordered limits. He said the population is growing at the rate of 200 per week and at that rate TDC will reach its limit in November. Estelle spoke Wednesday to a group of county officials in Huntsville. Boy’s death connected to commune spanking , United Press International CHARLES TOWN, W.Va. — A religious commune where a ; 2-year-qld boy died after he was ! spanked last week taught that children must be spanked into obedience “so they will love God more,” a former member says. Authorities said as many as 20 people might be charged as accessories in the death of Joseph Marshall Green, whose father, Stuart, has been accused of murder. His attorney, John Skinner, said Wednesday the child’s death was accidental at Stone- gate, a commune that operates a 100-acre farm near the Eastern Panhandle town. About 45 peo ple are believed to be living there. Tiny Orwolski, a former member of the commune who now lives in Dallas, told The Evening journal in Martinsburg that children were spanked re gularly in the presence of other commune members, including youngsters. “The idea is to spank them into obedience,” she said. "That is supposed to teach them to obey authorities, so, when they get older, they will love God more. “ The idea is, if you don’t do this, then they won’t respect the law.” Orwolksi said that the philo sophy of Stonegate is very diffi cult to describe. “Rational people who don’t have experience with this type of thing don’t understand,” she said. “You’re told you have to stay, that you can’t make it on the outside. You’re exposed to a lot of peer pressure. And after awhile, some believe they really can’t survive outside Stonegate. "It’s a form of brainwashing. There’s no doubt about it.” Orwolski said her skepticism and refusal to accept other “family members" at Stonegate earned her reputation as a "rebel.” Jefferson County Magistrate Peter Dougherty said the child was spanked continuously for two hours. He said authorities are look ing into reports that as many as 20 adults in the huge farmhouse witnessed the spanking. Green is being held in thejef- ferson County Jail without bail. During a preliminary hear ing, Dougherty said there is probable cause that Green mur dered the child. Police quoted the father as saying he paddled the boy be cause "when a child is young, it’s not good to let the child win." The child died at Jefferson Memorial Hospital Oct. 5.
