Vandiver appointed an ad- hoc committee to study the Academic Council’s f uture role in University affairs at Tues day’s council meeting. After receiving no response - WriitBfrom faculty members following the August council meeting, en if iJVandiver formed the ad-hoc committee to study the council’s role in light of the proposed fa culty senate functions. The committee, chaired by Dean of Faculties Clinton Phil lips, is made up of eight faculty members. Vandiver said the Council of Presidents and Chancellors of Public Senior Colleges and Uni- icnsesi versities of Texas Finally decided how to approach die state legisl ature on the Permanent Univer sity Fund issue. The presidents’ council will recommend that the holdw PUF include other campuses of haskaCtithe University of Texas and Texas A&M systems. It also will recommend the establishment of a designated fund, similar to the PUF, for other state univer sities. The Academic Council elected Dr. Don Hellriegel, pro fessor of management, as Coun cil Vice Chairman for 1982-83. The council approved a stric ter grading system for the DVM program in the College of Veterinary Medicine. A grade of 92 to 100 is an A; 84 to 92 is a B; 76 to 83 is a C; 70 to 75 is a D. Any grade below 70 is an F. New courses in agriculture, environmental design and medicine were approved. The council also approved a forest operations option for a Bachelor of Science degree in forestry and a Master of Science degree program in veterinary public health. White’s appearance was sponsored by MSC Political Forum; about 100 students and local residents listened as White listed what he called Clements’ failures as governor. The public education system is Clements’ biggest failure, White said. He referred to Cle ments’ current radio ads which advertise the 44 percent in crease in teacher’s salaries under the Republican administration. “This (increase) did not occur because of, but rather in spite of, Bill Clements,” White said. “In fact, Clements only asked for a total of 7.1 percent in increases. It was the Legislature that raised the salaries.” However, he said that he was opposes teachers having the leg al right to unionize. “I do not believe that any pub lic official, at any level, should be allowed to strike and disrupt ser vice to the public,” he said. The state’s education system is in bad shape, and can only get worse if Clements remains in office, White said. “Eight years of neglected edu cation is a wasted generation,” he said. “If re-elected, Bill Cle ments will have been in office eight years.” When asked about raising the legal drinking age to 21, White said that while it appears it would be helpful, he has not seen enough evidence to take a stand on the subject. White said he does oppose a bill which, he said, calls for Tex ans with Mexican surnames to carry special identification verifying their citizenship. He said the measure would discri minate against Mexican- Americans. Other critical issues facing Texans are increases in utility regulations, neglected highways and interest rates. White said.
